Edgemoor Research Institute and TWNIC Announce Strategic Collaboration to Enhance DNS Data Management and Internet Security

[TAIPEI, TAIWAN] and [BETHESDA, MARYLAND, USA] – [08/25/2025] –The Edgemoor Research Institute (ERI), a non-profit research organization dedicated to Internet infrastructure, and .TW Registry (TWNIC), Taiwan’s designated country-code top-level domain (ccTLD) manager, today announced a new collaboration agreement aimed at advancing Domain Name System (DNS) research, cybersecurity, and internet governance.

This strategic partnership formalizes a framework for cooperation in areas of mutual interest, including joint research projects, secure data sharing, collaborative workshops, and capacity building initiatives. The collaboration seeks to leverage ERI’s technical expertise and the TWNIC’s operational insights, together with academic participation, to address critical challenges and foster innovation within the global Internet ecosystem.

A cornerstone of this collaboration is the initial implementation of “Project Jake,” a groundbreaking initiative focused on the efficient and policy-driven collection and disclosure of DNS registration data. The ERI-TWNIC Project will specifically concentrate on the disclosure portion of the Project Jake system, aiming to provide a basic system available for public use by the end of the first quarter of 2026. This system will feature an RDAP-based interface, enabling the identification and authentication of authorized requestors for DNS data.

Stephen D. Crocker, President and CEO of Edgemoor Research Institute, stated, “Our collaboration with TWNIC represents a significant step towards improving Internet infrastructure and governance through the joint research and technical exchange. Project Jake embodies our shared commitment to developing robust, distributed systems for DNS data, and we look forward to a productive partnership.”

“We are excited to partner with the Edgemoor Research Institute to tackle complex issues in DNS management and cybersecurity,” said Kenny Huang, Chairman, TWNIC . “This collaboration, particularly through Project Jake, will enhance our ability to manage and disclose DNS registration data responsibly while contributing to a more secure and efficient Internet for all.”

The collaboration agreement is set for an initial term of three years, laying the groundwork for sustained efforts in research and development. Both organizations are committed to sharing knowledge, co-authoring publications, and supporting training programs to build capacity within the Internet community.

Further details regarding the project’s progress and public engagement will be announced as the design and implementation phases proceed, with a more complete presentation targeted for late 2025, early 2026.
